Step1: Open your picture in Photoshop. Make sure the picture is on a separate layer from the background. On the layer with your picture click Filter >Brush Strokes >Angled Strokes as shown below.
Step2: We need to add the effect, after clicking on Angled Strokes add the setting below.
Step3: Click on Filter >Brush Strokes >Angled Strokes and add the setting below.

News Update [10/16/07]
Yesterday on the 15th of October my gallery went down for some unknown reason. I was able to get the backup of the images, i just lost all the users. The gallery was not that active but i am sill pissed about what happened. I am in the process of reloading the gallery.
